Question:

As-Salamu alayum wa Rahmatullah wa Barakatuh.
A brother who fears falling into haram requested me to send you this question.
We live in a country, Egypt, whose government as you know are apostates, and the ruling concerning working in those establishments which enforce this rule of apostasy, such as the army, police and similar establishments, is well known.
However, the brother is asking about working in government establishments which have nothing to do with the acts of disbelief committed by this government, such as the Livestock Promotion Authority and the Ministry of Agriculture and Land Reclamation. He fears involved himself in the defense of the state mechanism, and fears that there is some other specific ruling concerning those apostates who actively fight Islam, i.e., that it is not allowed to work for them. Please be so kind as to answer his question.

Bismillah-ir-Rahman-ir-Raheem.
All praises are for Allah, and may peace and blessings be upon His Noble Prophet, and upon all his family and companions. To proceed:
Dear brother, we have previously answered this question. To quote:
“Many ministries controlled by these idolic rulers (Tawaagheet) are intrinsically connected to the general interests and basic necessities of the Muslims. We seek to fight these apostate governments, while trying to preserve what serves the general interests of the Muslims, even if it were under the control of the apostates.
“Thus, it is imperative that we differentiate been what serves the interests of the apostates and what serves the interests of the general masses of Muslims. We must differentiate between the military and security establishments, whose only goal is to protect the apostate governments, and other establishments which directly serve the interests of the Muslims, such as those dealing with health, education, transportation and the like.
“We must deal cautiously in matters which concern the interests of Muslims, acting as surgeons who remove the tumors without harming any other part of the body, or those who seek to rescue a hijacked plane with a clear and planned strategy, so that our rescue attempt does not cause it to fall from the sky.
“We know that these apostate governments try to create havoc and disrupt the interests of the masses in order to put the blame of their woes and worries on the Mujahideen, saying that it is they who work against their interests and ruin their homeland, thus trying to sway the masses from helping and supporting them.
“A factor which will aid in the success of the Mujahideen is that they differentiate between what serves the interests of the apostates and what serves the interests of the general Muslims, no matter how much they appear to intermix, for equating them serves the interests of the apostate governments.
“Based upon this, we do not see any harm in the permissibility of holding government jobs, Allah willing, which serve the Muslims, with certain rules and regulations, for restricting this would be against the general interests of the Muslims.”
